Since I'm from over here too (Maryland), here's my advice. If you want cheap lights, Wal Mart and most of the auto parts places have them. They come with all the wiring and hook up independant of the vehicle's lights. I went to a scrap yard and got a Volvo fog light switch and wired them through that so I have a factory switch on the panel. If you want high end lights (Cibie, Bosch, etc.) I'd look online in some of the more high end auto accessory sites. As for the rules governing them, they have to be aimed correctly so they don't blind oncoming traffic obviously, and there is a limit to how bright they can be, since some of the high end stores offer racing lights illegal for street use (check before ordering). They are also supposed to be wired so that they can't come on independent of the lights, and they have to turn off automatically when the high beams are turned on. My car, and most other home installations aren't wired that way. As long as you don't blind a cop with all six lights or drive around after dark with just the driving lights on, you shouldn't have a problem.
